The University of the Philippines National Institute for Science and Mathematics Education Development (UP NISMED), through the Foundation for the Promotion of Science and Mathematics Education and Research (FPSMER, Inc.) and in collaboration with UNICEF Philippines, has developed a set of assessment items aligned with the Southeast Asia Primary Learning Metrics (SEA-PLM).
SEA-PLM is a large-scale regional assessment administered to Grade 5 learners across Southeast Asia to measure competencies in reading, writing, and mathematics. In response to its framework, UP NISMED academic staff mapped the Department of Education’s Revised K to 10 Curriculum, particularly at the elementary level, with SEA-PLM proficiency bands in each of the three domains.

A team of science education specialists and associates worked collaboratively to develop SEA-PLM-aligned assessment items, which were pilot-tested with Grade 5 learners. These items were then compiled into a compendium, with each item accompanied by a clear rationale and suggested classroom applications to support teachers in using these for instruction.
This initiative aims to support Key Stage 2 mathematics and language teachers in strengthening learners’ competencies in reading, writing, and mathematical literacy through classroom-based assessments, complemented by UP NISMED-led training workshops.
Overall, the compendium serves as a practical resource for educators, supporting more coherent assessment practices that are aligned with regional standards and responsive to classroom learning needs.
